Sean Dyche has confirmed that Everton director of football Kevin Thelwell has held new talks in recent weeks with Spurs, who allowed the midfielder to depart for Goodison Park on an initial free transfer.
The fee was waived until Alli, who is out of contract in June 2024, had played 20 matches for the Toffees.
He has featured only 13 times for Everton – and has not played for the club since August 2022.
The ex-England international departed for Turkish giants Besiktas later that month in a move which ultimately proved unsuccessful.

He scored three goals in 15 appearances for the Istanbul club.
It is believed there is no possibility of Alli reaching the 20-game milestone for Everton unless Tottenham agree to reduce the possible transfer fee.
That has brought Spurs back to the negotiating table.
Alli, who has recently opened up about his mental health struggles and battle against addiction, is yet to appear in a matchday squad this season due to an injury he picked up while in Turkey.
Dyche has recently confirmed he is back on the grass but is not yet training with the first team.
The 27-year-old’s best Premier League season came in 2016-17 when he notched 18 goals and nine assists in 37 appearances.
He has racked up 51 goals and 37 appearances in 194 appearances in the English top flight.
